Sample usage:

psnr.exe < reconstructed _File_name>

psnr.exe balloons_orig.yuv balloons_rec.yuv 720x480 40
Y-PSNR = 36.455 dB
U-PSNR = 37.455 dB
V-PSNR = 37.655 dB
